SP: In your Open IV, go to
C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\patchday1ng\dlc.rpf\x64\models\cdimages\ped_mp_overlay_txds.rpf\ and replace the correlating body hair file with mines.

Fivem:
Drag and drop to your stream resource folder. Tattoos will be in the "chest Hair" section of the skin menu.
