This file was an excellent place to start for my rig. I tweaked a few settings up for visual fidelity as I have 4GB of VRAM, my CPU bottlenecks this rig (could be the DDR2 RAM!?) so I get appx 60FPS in a few places but it can drop to ~30FPS in dense traffic or other intensive parts. No stuttering for me...

@StrakanXJ that GPU combined with even just an i3 6100 are capable running at 60Fps. with minor dips min 50Fps.
your cpu really held it back
