1.Copy RAPTOR150 folder to
X:\Grand Theft Auto V\update\x64\dlcpacks
2.Use OpenIV extract
X:\Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
then use notepad open it,add new line
<Item>dlcpacks:\RAPTOR150\</Item>
Save it and use OpenIV replace it.

If you type the command "RAPTOR150" on that vehicle, the game will bounce. Why is this?
Can you change the license plate to an ingame one?

@PapaNicolao_Mex You can turn off the radio. The sound of the radio is the game itself.

@BoBo_ OMG, this is the GTA license plate itself. you see the license plate in the picture is different because I changed the texture of the license plate, that's all.
