Is this mod is not effective if i don't have WOV installed? can we see all the features of "lively-world" mod without WOV?

RAR file not opening... corrupted?
Nope. All videos shows only installing .oiv files not .rar files. I have 7zip to open .rar file. It shows assembly.xml and content folder. HOW TO INSTALL THIS? (rar files not opening in OpenIV)
