I know im a bit late and i dont know if you aldready solve the problem but here is the solution:
Put manchez.yft , manchez.ytd and manchez_hi.yft in update/x64/dlcpacks/patchday13ng/dlc.rpf/x64/levels/gta5/vehicles.rpf
them put manchez_frame_a.yft in update/x64/dlcpacks/patchday13ng/dlc.rpf/x64/levels/patchday13ng/vehiclemods/manchez_mods.rpf
It was a mistake from the mod's author, and basically what was wrong was the location where the mod was supposed to fit.

Eu sei que já vou tarde e secalhar até já resolveram o problema mas aqui está a solução:
Coloquem manchez.yft , manchez.ytd and manchez_hi.yft na localização update/x64/dlcpacks/patchday13ng/dlc.rpf/x64/levels/gta5/vehicles.rpf
e depois coloquem manchez_frame_a.yft nesta localização update/x64/dlcpacks/patchday13ng/dlc.rpf/x64/levels/patchday13ng/vehiclemods/manchez_mods.rpf
Foi um erro do autor do mod, e basicamente o que estava errado era a localização onde era suposto meter o mod.
