Fantastic mod! However, if you have blips enabled, *even* with OnlyShowNearBlips enabled, it disables a whole lot of blips: story and side-mission blips, safehouse blips, activity blips, and more.
If that can’t be fixed, it should at least be specified in a ReadMe file or in the .ini file if possible.
It’s not working properly. I set a character vehicle for each character, but they all have two character vehicles. They always spawn or do missions with their original vehicle, not the one I set.

If it didn’t work for you, you might’ve just done it incorrectly. If that doesn’t work, try also blocking GTAV.exe. Make sure to follow the steps I layed out. You can also try just playing Steam in offline mode so it can’t update anything.
To reiterate, all you need is the previous version’s (1.0.2699) GTAV.exe and GTAVLauncher.exe in the game’s root folder—nothing else. This can easily be found if, say, you have a backup; or, perhaps, your friend can send you the files if they haven’t updated yet. They’re small files.
This is the only method, as far as I’m aware, to keep playing modded GTA V until SHV, SHVDotNet, Gameconfig, and other version-dependent mods are updated.

The actual contents of the game hasn’t been updated; all you need is the GTAV.exe and GTAVLauncher.exe files. If you made a backup of your version 1.0.2699 GTA V folder, you can just replace the new ones with your backup in your game folder (Steam, Windows: C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V).
Then, you should prevent GTA V from auto-updating (if you’re using Steam). Assuming you’re using Windows:
Press the Windows key and type ‘fir’.
Click Windows Defender Firewall → Advanced settings (left) → Outbound Rules (left) → New Rule (right) → Next.
Click ‘Browse’ and locate the GTA5Launcher.exe file in your GTA V game folder.
Click ‘Next’ thrice, type a name for the rule (doesn’t matter what it is), and click ‘Finish’.
